'We will play a key role in football's future' - newly appointed regulator David Kogan
Sheffield Wednesday's current difficulties are seen as a "significant problem" and the new football authority is aiming to acquire authority to examine team situations in similar circumstances, the newly appointed chairman the official has declared.
During an extensive discussion, the regulator, who was named to the position this week, showed understanding towards Wednesday's fanbase.
Kogan met with four supporters' associations associated with the South Yorkshire club this week.
The Championship side have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on multiple instances, including in the autumn.
"Obviously the club has become a major concern for the league and a significant problem for football," the chairman stated.
"Wednesday stands as one of the great brands for English football and this week we have met Sheffield Wednesday supporters' groups.
"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs referred to us if they need to be investigated and dealt with."
Monetary Issues and Ownership Situation
The club's controversial proprietor Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with interested parties.
Failure to pay player wages on time in spring months resulted in restrictions being imposed by the football authorities in June, stopping Wednesday from completing any recruitment activities for the next three transfer windows, although that restriction was lifted in the end of the transfer window.
Regulator's Perspective
The regulator explained: "Our role exists to serve the fans of Sheffield Wednesday, other clubs in similar situations where fans are dedicated to a community organization that has represented their community in many cases.
"I completely understand the team's plight, as I do for each organization that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the followers."
Inquired if the authority might compel an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we assemble the facts and know what's going on, we will."
But the regulator clarified that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.
"The final option we would consider is start getting involved with an individual club, an specific proprietor, without having the opportunity to collaborate with that chairman to fix the issues that the club's facing and the chairman's encountering," Kogan said.
"But the truth is, when you examine the past of the game, over the recent generations there have been some owners, a small minority, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally decline to assume obligation for the coming years."

'Errors may undo substantial development'
The regulator engaged representatives from 110 clubs to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "substantial involvement" from the lower divisions to the top flight.
"The role holds considerable importance, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished might evaporate incredibly quickly," the chairman stated.
"And that's what nobody wants in the realm of domestic football is a major achievement - we've got to keep it going.
"There's an enormous amount of money flowing into the game and has been invested for the recent generations, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."
Top Flight Apprehensions
The Premier League opposed the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the success and growth as an economic entity of the top division.
"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of the nation. But simultaneously, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a high level of reassurance."
Political Connections
The regulator remains subject to a "thorough examination" by the Commissioner for Public Appointments after he disclosed making donations to the Labour Party in 2020.
The 68-year-old provided financial support for government minister Lisa Nandy's leadership campaign, along with that of the government leader.
"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.
"I am no longer involved in any sort of politics."
